Multisyllabic Words: Why Change the Mapping Process?
Both Australia and England establish expectations for the reading and spelling of multisyllabic words and include syllable knowledge within their overarching guidance. The issue examined here is not those expectations themselves, but how they are interpreted and translated into instructional guidance. In particular, we consider whether references to syllables are being interpreted in ways that alter the phonological–orthographic mapping process, and whether this is consistent with the overarching guidance.
Interpretation across jurisdictions
The overarching guidance in both Australia and England establishes expectations relating to phoneme–grapheme correspondences, blending, segmenting and the reading and spelling of multisyllabic words. The issue considered here is not the inclusion of syllable knowledge within that guidance, but how the guidance is interpreted and translated into instructional practice.
This distinction is particularly relevant because reading and spelling place different demands on the learner. In reading, phonological–orthographic mapping proceeds from the written word: graphemes are identified, their corresponding phonemes retrieved, and the phonological sequence blended to establish the word. The presence of more than one syllable does not alter this underlying alphabetic process.
In spelling, the direction of mapping is reversed. The learner must retain the spoken word while segmenting its phonological sequence and selecting graphemes to represent the phonemes identified. For longer words, organising the spoken sequence into syllables may reduce demands on phonological working memory, in much the same way that other extended sequences can be retained more readily when organised into smaller units. The phoneme nevertheless remains the unit being mapped to the grapheme.
The relevant issue is therefore whether references to syllable knowledge in overarching curriculum and government documents are being interpreted consistently when converted into instructional guidance. In particular, a distinction is needed between using syllable structure to support the retention and organisation of a longer phonological sequence in spelling, and introducing syllable boundaries as an additional stage within the decoding process for reading.
The analysis of the Australian and English guidance that follows therefore considers not whether the overarching documents appropriately include syllable knowledge, but whether subsequent interpretations preserve the phonological–orthographic mapping processes those documents establish, and whether teachers are being given sufficiently clear and consistent guidance about how syllable knowledge should be applied.
Neither the Australian Curriculum nor the statutory requirements in England direct children to identify the syllables in an unfamiliar written word before decoding it. The Australian Curriculum refers to applying knowledge of phoneme–grapheme relationships, syllables, blending and segmenting to read and write multisyllabic words, but does not prescribe a syllable-first decoding sequence (Australian Curriculum, Assessment and Reporting Authority [ACARA], n.d.).
In England, the statutory Year 2 requirements are to continue to apply phonic knowledge as the route to decoding, to blend sounds in words, and to read accurately words of two or more syllables. The separate non-statutory guidance states that when pupils are taught to read longer words, they should be shown syllable boundaries and taught to read each syllable separately before combining them. It does not direct children to identify the syllables themselves (Department for Education [DfE], 2014).
Where subsequent instructional guidance asks children to identify syllables first in an unfamiliar written word, this therefore represents an interpretation of how syllable knowledge should be applied, rather than a requirement established by either curriculum.
This interpretation also presents a practical problem. Syllables are phonological units, so identifying them depends on access to the spoken form of the word. If the pronunciation is not yet known, the child cannot necessarily determine the syllable structure reliably from the written form alone.
Children do not, however, need to know every phoneme–grapheme correspondence within a word before they can identify it. Once sufficient alphabetic knowledge has been established, self-teaching can involve partial decoding, set for variability and linguistic context to resolve an unfamiliar word. The pronunciation may therefore be established before the child is able to determine its complete phonological–orthographic mapping. Once the word has been identified, the child can examine how that pronunciation maps onto the spelling, including correspondences they did not previously know.
This is relevant to Seidenberg's argument that early decoding instruction should enable children to move into reading sentences and learn increasingly through reading itself. He argues that it is not necessary for every word to continue to be read through the same explicit phoneme-by-phoneme instructional process once children have acquired enough skill to begin reading sentences, describing this transition as achieving “escape velocity”. He has also argued that the amount of explicit instruction should be responsive to the child's reading: if children are reading, understanding and “figuring out new words”, they can move on (Seidenberg, 2023).
Connected text provides linguistic information that an isolated word does not. Partial decoding can interact with the child's oral vocabulary and sentence context to help establish the pronunciation of an unfamiliar word, including when the word contains correspondences the child has not yet been taught. Having established the pronunciation, the child can then determine or confirm how that pronunciation maps onto the spelling, supporting further orthographic learning.
When an unfamiliar multisyllabic word is deliberately presented in isolation, that linguistic context has been removed. If the child cannot establish the pronunciation from the correspondences they already know, the pronunciation can simply be provided. The child can then use the spoken form together with the written word to determine its phonological–orthographic mapping. Requiring the child first to identify syllables in a written word they cannot yet pronounce introduces an additional task when the information required for mapping, the pronunciation, can be provided directly.
Word-mapping technology can support this self-teaching process by showing or confirming the complete mapping when the child cannot determine it independently. This includes both sides of the mapping: which letters constitute the graphemes and the phonemes those graphemes represent. For children, access to the phonological side does not require knowledge of IPA. The phonemes can be represented through child-accessible phonetic symbols and supported by audio.
The distinction is therefore important. Teaching children about syllables is not the same as requiring them to identify syllables as the first step in decoding an unfamiliar written word. Neither the Australian Curriculum nor England's statutory word-reading requirements establishes such a sequence. Where children are instructed to identify syllables first, this is an additional instructional interpretation rather than a requirement of the overarching curriculum or statutory guidance. It also relies on teachers being able to segment words into syllables accurately. If they cannot, the additional syllable analysis can unintentionally make phonological–orthographic mapping more difficult for students.

Multisyllabic Words: How Should the Guidance Be Interpreted?
Both Australia and England establish expectations for the reading and spelling of multisyllabic words and include syllable knowledge within their overarching guidance. In particular, we consider whether references to syllables are being interpreted in ways that alter the phonological–orthographic mapping process, and whether this is consistent with the overarching guidance.
Reading and spelling need to be considered separately.
In reading, the written word is already available to the learner. Graphemes can be identified from left to right, the corresponding phonemes retrieved, and the phonological sequence blended to establish the word. The presence of more than one syllable does not alter this underlying alphabetic process.
Spelling places different demands on the learner. The spoken word must be retained while its phonological sequence is segmented and graphemes are selected to represent the phonemes identified. For longer words, organising the spoken sequence into syllables can support phonological working memory, in much the same way that we group the digits of a telephone number into smaller chunks to make the sequence easier to retain.
The underlying phonological–orthographic mapping process nevertheless remains:
spoken word → phonemes → graphemes
Using syllables in this way introduces an additional teacher-knowledge requirement. If teachers are expected to teach children to segment spoken words into syllables, teachers themselves need to be able to identify those syllables accurately.
For example, a teacher who treats happy as hap | py may inadvertently use the medial /p/ in both parts of the analysis, effectively using the same phoneme twice. This risks confusing the child about both the phonological structure of the spoken word and its relationship with the written form.
Importantly, introducing syllables should not change the phoneme–grapheme mapping of the word. Syllables can provide a way of organising a longer phonological sequence in working memory; they do not create different phonemes or graphemes.
These distinctions are important when considering how overarching guidance is interpreted and translated into classroom instruction. The system must reman simple, and focus on word mapping.
What is expected of teachers in Australia, and how should this translate into instructional guidance?
The Australian Curriculum includes syllable knowledge within its expectations for reading and writing multisyllabic words. In Year 3, students are expected to:
“apply knowledge of phoneme–grapheme (sound–letter) relationships, syllables, and blending and segmenting to fluently read and write multisyllabic words with more complex letter patterns.”

The Australian Curriculum therefore establishes an expectation that students apply knowledge of phoneme–grapheme relationships, syllables, blending and segmenting. It does not, within this statement, prescribe the instructional sequence through which those elements should be applied.
In particular, it does not state that, when reading, students must first identify the syllables and then decode each syllable separately before reading the whole word. Nor does it state that, when spelling, every multisyllabic word must first be segmented into syllables before its phonemes are segmented and represented by graphemes.
The distinction between the curriculum expectation and its subsequent instructional interpretation is therefore important.
Reading multisyllabic words
At the level of phonological–orthographic mapping, the decoding process can remain:
graphemes → corresponding phonemes → blending → word
The presence of multiple syllables does not itself alter the relationship being mapped between the written graphemes and the corresponding phonemes.
Introducing syllable identification as a prerequisite to decoding therefore represents an additional instructional step rather than an inherent requirement of phoneme–grapheme mapping.
This does not preclude the teaching of syllable knowledge. Rather, it distinguishes knowledge about syllable structure from the process by which graphemes are mapped to phonemes and blended to establish a written word.
Spelling multisyllabic words
For spelling, the underlying mapping process remains:
spoken word → phonemes → graphemes
Syllable segmentation can serve a different function here. Organising a longer spoken sequence into syllables can support phonological working memory while the learner retains the word, segments the phonemes and selects the graphemes that represent them.
The syllables therefore support the retention and organisation of the longer phonological sequence. They do not change the phonemes or graphemes being mapped.
As outlined above, however, this also introduces an additional teacher-knowledge requirement. If syllable segmentation is incorporated into instructional guidance, teachers need to be able to identify the syllables accurately without allowing the syllable analysis to alter or confuse the phonological–orthographic mapping of the word.
The point requiring clarification
The Australian Curriculum itself does not establish a syllable-first procedure for phonological–orthographic mapping. The relevant question is therefore how its requirement to apply knowledge of syllables should be interpreted when translated into instructional guidance, and whether the role of syllables should be differentiated for reading and spelling.
For reading, introducing syllable identification before decoding adds an instructional step to the phoneme–grapheme mapping process that is not specified in the overarching curriculum statement.
For spelling, syllable segmentation can support phonological working memory, but the phonemes remain the units being mapped to graphemes, and its effective use depends upon teachers understanding the syllable structure they are asking children to use.
The point requiring clarification is therefore not the Australian Curriculum expectation itself, but how that expectation should be interpreted and operationalised in instructional guidance.
What is expected of teachers in England, and how should this translate into instructional guidance?
In England, the Department for Education establishes the process of decoding at phoneme–grapheme level. The Reading Framework describes pupils identifying graphemes in written words from left to right, saying the corresponding phonemes and blending those phonemes to say the whole word.
The underlying process is therefore:
graphemes → corresponding phonemes → blending → word
For spelling, the Writing Framework describes the reverse direction. Pupils are taught to say a word clearly, segment it into phonemes and select graphemes to represent each phoneme:
spoken word → phonemes → graphemes
The overarching guidance therefore establishes phoneme–grapheme correspondences as central to both processes, operating in opposite directions for reading and spelling.
The National Curriculum also includes the following Year 2 non-statutory guidance:
“When pupils are taught how to read longer words, they should be shown syllable boundaries and how to read each syllable separately before they combine them to read the word.”
This introduces an additional procedure for longer words: syllable boundaries are shown, individual syllables are read separately, and these are subsequently combined to establish the whole word.
The point requiring examination is therefore not the inclusion of syllable knowledge itself, but how this additional procedure relates to the phonological–orthographic decoding process established elsewhere in the guidance.
Reading longer words
The Reading Framework establishes a left-to-right decoding process in which graphemes are identified, corresponding phonemes retrieved and the resulting phonological sequence blended to establish the word.
The Year 2 non-statutory guidance introduces syllable boundaries into that process for longer words.
This raises a question of instructional interpretation: whether the syllable-based procedure is intended to replace or modify left-to-right blending for longer words, or whether it represents an additional instructional approach for particular circumstances.
The distinction matters because the alphabetic relationship being mapped remains between graphemes and phonemes regardless of word length.
There is also a related teacher-knowledge question. If pupils are to be shown syllable boundaries, teachers require a sufficiently consistent basis for determining those boundaries and for relating the syllabic analysis to the phonological–orthographic structure of the word.
Spelling longer words
For spelling, the underlying phonological–orthographic mapping process remains:
spoken word → phonemes → graphemes
As with the Australian context, syllable segmentation can support phonological working memory by organising a longer spoken sequence into smaller units while phoneme–grapheme mapping takes place.
This use of syllables does not change the phonemes or graphemes within the mapping. It provides a means of retaining and organising the spoken sequence while the phonemes are segmented and represented by graphemes.
It also depends upon teachers being able to identify the syllables accurately. The happy example illustrates why this matters: treating the word as hap | py may inadvertently use the medial /p/ in both parts of the analysis, effectively using the same phoneme twice. An additional procedure intended to support the learner can therefore introduce confusion if the teacher's own syllabic and phonological analysis is unclear.
The point requiring clarification
The relevant question for England is how the advice to show syllable boundaries when teaching pupils to read longer words should be interpreted alongside the established requirement to decode by identifying graphemes from left to right, retrieving their corresponding phonemes and blending them to establish the word.
For reading, clarification is needed as to whether syllable-based decoding is intended as a general procedure for longer words or as an additional instructional approach for particular circumstances.
For spelling, syllables can support the phonological working-memory demands associated with retaining a longer spoken sequence, while the phoneme–grapheme mapping process itself remains unchanged.
Clarifying these distinctions would help establish what teachers are expected to understand and apply when syllable knowledge is incorporated into instruction.
Why this matters for the Word Mapping Standard
The Word Mapping Standard does not seek to prescribe a phonics programme or determine whether and when syllables should be taught. Its purpose is to establish a consistent reference for the phonological–orthographic mapping of words.
For reading, this means establishing which letters constitute the graphemes and the phoneme value represented by each grapheme for the specified reference pronunciation.
For spelling, the same correspondences operate in the opposite direction, from the phonemes in the spoken word to the graphemes representing them.
Establishing this mapping independently of syllable analysis allows the two forms of knowledge to be distinguished. Phonological–orthographic mapping establishes the relationship between pronunciation and spelling; syllable knowledge can then be applied for the purposes specified within curriculum and instructional guidance.
This distinction is particularly relevant to teacher knowledge. Where instructional guidance requires teachers to introduce syllable boundaries or use syllable segmentation, teachers need to understand both the phonological–orthographic mapping of the word and the basis on which the additional syllabic analysis is being made.
Interpretation and consistency
The overarching documents in Australia and England are not being questioned here for including syllable knowledge or expectations relating to multisyllabic words. The issue is how those expectations are subsequently interpreted and operationalised in instructional guidance.
For reading, the relevant question is how syllable-based procedures relate to the established process of mapping graphemes to phonemes and blending through the written word.
For spelling, syllable segmentation can have a distinct function in supporting the retention and organisation of a longer spoken sequence in phonological working memory, while phoneme–grapheme mapping remains the basis for selecting the written representations.
In both cases, the interpretation of the overarching guidance also has implications for teacher knowledge. If teachers are expected to identify, show or teach syllable boundaries, they need a consistent understanding of the syllabic structure they are being asked to apply, without allowing that additional analysis to alter or confuse the phonological–orthographic mapping of the word.
Distinguishing these processes is important when seeking a consistent account of what teachers are expected to know and apply when mapping the alphabetic code.
